This page is designed to answer questions potential applicants may have about the hiring process utilized by the City of Torrington to select police officers. These policies are approved by the Board of Public Safety and implemented largely by the administration of the Police Department.

The City of Torrington seeks to hire future police officers that will best benefit the City. Qualities that are desired in a successful applicant include:

  • Meeting all State mandated entry requirements. 
  • Possessing a background history acceptable to the Department. 
  • Ability to absorb material, learn and apply oneself to situations often encountered by police. 
  • Demonstrate a sincere interest in membership in the Torrington Police Department.

The Process

In general, the process includes the steps identified below. An increasingly smaller number of applicants will be invited to continue along to the next step. Each step in the process is designed to select those individuals that best meet the criteria in a new police officer.

  4. Oral Board
  5. Pre-Offer Interview
  6. Conditional Offer
  7. Background Investigation
  8. Polygraph and Medical Testing
  9. Provisional Appointment
  10. Academy Training
  11. Probationary Period

Step 1: Application 

Applications are accepted on-line only at PoliceApp.com. Minimum qualifications to file such an application have been established either by state law, administrative regulation of state agencies or regulations established by the Board of Public Safety. These minimum qualifications can be found within the application form and or state publications.

The application asks for a summary of the experience, training, education and certifications of the applicant. Applications are only a small part of the information gathering process used. Accuracy and truthfulness are mandatory in filling out the application form. Incomplete applications will not be processed all information requested must be provided. A closing date will be established and all applicants must have completed applications in by that closing date. Those received afterward will not be allowed to take the written test.

Step 2: Conditional Offer of Employment

The Administration of the Police Department will then select, based on the ranking prepared by: SCCJA, applicants to be considered for a conditional offer of employment. Prior to the issuance of such offers, applicants will be interviewed by the Personnel Subcommittee of the Torrington Board of Public Safety, the Chief of Police and Deputy Chief of Police. Final selections of those to receive a conditional offer will be contingent on the approval of this group.

Step 3: Background Investigation and Testing

Following your acceptance of a conditional offer, the Torrington Police Department will conduct a complete background investigation testing battery on each applicant. In addition to the extensive background investigation, each applicant will be required to pass the following: 

  • Polygraph examination 
  • Psychological examination
  • General physical 
  • Cardiac evaluation

All testing must be performed to the satisfaction of the City of Torrington.

Step 4: P.O.S.T. Certification

Those applicants successfully completing the process to this point will be admitted to the Connecticut Police Academy for the prescribed basic recruit program. While at the Academy, personnel from the Torrington Police Department will obey all the Torrington Police Department rules and regulations and the regulation of the Connecticut Police Academy. Applicants successfully passing the Academy standards will enter into the Field Training Program. Upon completion, applicants will be assigned to patrol duties on various shifts and start their police careers.

This page is meant to provide a summary of the process required to become a Torrington Police Officer. The City of Torrington reserves the right to be the final judge on all matters concerning suitability for employment as a Police Officer. Acceptance of a conditional offer of employment indicates an applicant understands and accepts this.

Police work is definitely not for everyone and not everyone that applies will qualify. This is a very rewarding and challenging career that requires skills and attributes that will enable an individual to be successful in this field of public service.
