A Message from Chief Baldwin

Welcome to the Torrington Police Department Website.  Settled in the Northwest Hills of Connecticut, Torrington is the largest city in Litchfield County providing a variety of various services to the northwest corner and beyond.  The Torrington Police Department is a full service law enforcement agency which serves this city 24 hours a day in various capacities. The department is organized into several units/divisions that include a detective bureau, narcotics unit, accident investigation team, special response team, canine officers, community policing/school resource officers, animal control and traffic division.  The backbone of this agency is the patrol force that is comprised of uniformed men and women that answer various calls for service assisting those in need. Our mission as your police department is to provide for the safety and protection of all our city residents and visitors and to deter crime and motor vehicle offenses, by enforcing the states laws and town ordinances fairly and impartially.

Our current and future successes are made possible through the valued partnership that we have with you, the stakeholders of our community, through cooperation and collaboration. We recognize that we cannot succeed by ourselves and that through the trust and faith that the citizens of Torrington have placed in us, we will strive to make our town safer and be a more pleasant place to live, work and visit.  We strongly believe in the community policing initiatives that binds our partnership which will improve our level of service.  A positive partnership and relationship consisting of other local, state and federal law enforcement agencies as well as the Torrington Fire Department, medical response and treatment services, other city departments and the business community is what we build upon to be of better service to you, the Torrington community.

We are committed to our area youth through programs such as the DARE (Drug Abuse Resistance Education) program, police explorer program and PAL (Police Activities League) program. The PAL program is a not-for-profit organization that promotes partnerships between youth, law enforcement and the community through educational, athletic and recreational programs designed to foster positive relationships. I encourage you to help our youth by partnering with us in getting involved with the Torrington PAL program.

Because I believe that effective communication with the community is significant to our mission, this website will provide a means by which helpful information will be available to you. You are encouraged to maneuver around our web site checking out the various links for information that may be able to assist you and provide you with the information that you are seeking. Please feel free to contact us if you have any ideas as to how we can improve upon this site.

I am extremely proud to be a part of this highly professional team of men and women who have dedicated their lives to the service of this city’s residents and visitors. Thank you for your continued support of our officers and civilian staff that work so hard for you, our community members.
