Pistol Permit Application

 

You must be a resident of the City of Torrington in order to apply for a Permit to Carry Pistols and Revolvers in Torrington. You may pick up the application at the Records Division during business hours, or download it here. Once completed return it in its entirety (and notarized) to the Records Bureau of the Torrington Police Department, accompanied by the following documents (Applicants MUST submit their completed application and required documents within 7 days of being fingerprinted) :

1. A Certificate of Competency issued to you by a State of Connecticut, Department of Environmental Protection, or National Rifle Association Certified Firearms Instructor.

The course of instruction must consist of no less than the NRA's "Basic Pistol Course." The NRA's "Home Firearms Safety Course" and "First Steps Pistol Orientation Program" are not approved courses. ORIGINAL IS NEEDED AND WILL BE PHOTOCOPIED.

2. Three (3) letters of character reference from persons known by you for at least three (3) years, who can attest to your character and stability.

No relatives or Torrington Police Officers.

3. Photo identification (CT driver's license preferred), AND your birth certificate, passport.

(These items are for identification, and will be copied and returned to you.)

4. Naturalization papers

If applicable. (These items are for identification and will be copied and returned to you.)

5. Completed applicant fingerprint card.

Fingerprinting services will be offered at the Torrington Police Dept.  Please follow the following procedure to ensure your are registering for fingerprints and then signing up for an appointment at the Torrington Police Department the correct way, as appointments for fingerprinting services can ONLY be made AFTER you have Pre-Enrolled through the State Criminal History Background Check website. Those who fail to follow these steps will be turned away. In addition you will be required to pay the following fees during Pre-Enrollment;

  • $13.25 Federal Criminal History Background Check
  • $75.00 State of CT Criminal History Background Check (Bank Check, Money Order or Credit Card)

Step 1: You MUST complete the "Pre-Enrollment" registration for fingerprints on the State website before signing up for fingerprints at the Torrington Police Department.

The State of Connecticut has implemented a new Criminal History Background Check procedure for fingerprints. The new system / procedure allows for an online registration to have your prints taken, where you can then go to any municipal department or state trooper barracks and have the prints taken (an appointment with that department or troop may still be needed).

The Service code you will need to enter for a pistol permit will be 5ABC-F421. If you are applying for a Utah Pistol Permit Background you will use code ED81-9014  (Use of this code results in the prints being printed and then provided to the applicant. The applicant DOES NOT get charged for this code.)

After entering the ‘Service Code’ you will be presented with the following screen;

After ensuring the correct service code has been selected, confirm the fingerprint reason (Applicant Type) by clicking on the “Yes-This information looks Correct” tab. You will then be presented with the following Pre-Enrollment page (Image is not the page in its entirety). Complete this page as completely as possible. All fields in bold font / blue highlight are mandatory fields to move forward. Upon completion click the “Submit Pre-Enrollment” tab on the lower right hand corner of the page.3

A confirmation page (see below images) will then be generated confirming the registration is complete, to include your applicant tracking number. THE TRACKING NUMBER WILL NEED TO BE TAKEN TO YOUR FINGERPRINT SESSION. IT WILL ALSO BE SENT TO THE E-MAIL ADDRESS YOU PROVIDED DURING REGISTRATION.

Step 2:   Again, once the fingerprint registration is complete you will need to PRINT the confirmation page with your tracking number and then sign up for a fingerprint appointment at the Torrington Police Department by following this LINK . YOU WILL NEED TO BRING YOUR FINGERPRINT REGISTRATION WITH THE TRACKING NUMBER TO YOUR APPOINTMENT.  As a reminder, at this time fingerprint appointments are only available on Wednesdays. You are not required to use this fingerprinting service.

  • The cost is $25.00 for the completion of fingerprints at the Torrington Police Dept. (Bank Check, Money Order or Credit Card)** Payable to the "City of Torrington"

                                                                                                                                                                                                                                                                                                                                                         The following fees are associated with obtaining your Temporary Pistol Permit

  • $70.00 Fee for the Temporary Pistol Permit (Bank Check, Money Order or Credit Card)** Payable to the "City of Torrington" (This fee is applicable once the CT Temporary Pistol Permit is approved by the Chief of Police and issued. You then have 60 days to take your temporary permit to the State of Connecticut and apply for a state pistol permit.)

** Please note - there is a 4% surcharge for credit card payments

Once the temporary pistol permit has been issued, you have 60 days to apply for a state pistol permit. Instructions on how to obtain the Connecticut Pistol Permit will be provided when you are issued your temporary pistol permit.

The Torrington Police Dept. Records Division is located at 576 Main St, Torrington. The hours of operation are as follows:

Monday, Tuesday, and Wednesday 8:00 a.m. to 3:30 p.m.
Thurs 8:00 a.m. to 6:00 p.m.
Fri 8:00 a.m. to 12:00 p.m.
