This program was developed as a spirit of cooperation between the citizens of Torrington and the Torrington Police Department. It was developed to assist police in establishing safe neighborhoods by preventing crime and reporting suspicious acts to police. Currently there are 48 active Crime Watch programs.

This program can be referred to as the "eyes and ears" of the police department. The department supplies the Block Watch Captain of each Crime Watch Neighborhood with information on crime trends within the city. When a Crime Watch member reports suspicious activity, they are able to remain anonymous.
